This is the top of the lighthouse. The two pipes that look almost like a stoplight are the mechanism that determines whether it is foggy enough to merit using the foghorn. A strobe light is flashed from one of the openings, and somehow the mechanism determines how foggy it is by how much of the light is reflected back.
